Thank you for your patience as the City delivers construction on Wellington Street between York and Church Streets.
This work is required to replace an existing 143-year-old water main. The City will also replace the TTC streetcar tracks, resurface the areas affected by construction, and complete streetscaping work between Yonge Street and York Street. This work is scheduled to take place from April – October, 2017.
Between Church Street and Yonge Street, there are two lanes of westbound traffic on Wellington, as only the southern two lanes are required to replace this section of the water main. Between Yonge Street and York Street, there is only one lane of westbound traffic because the new water main will be located under the TTC track alignment. Therefore, three lanes of Wellington Street are needed to remove the track and then construct the water main.
The City has heard from many properties and understands that it has been challenging for tenants of buildings where the garages enter from and exit onto Wellington Street. At the request of the Mayor’s office, City staff, Property managers, and the Financial District BIA, the City have coordinated to identify additional traffic management measures that will be implemented to assist with traffic flow into and out of the buildings, and along Wellington Street.
Until further notice:
1) There will be no right turns permitted onto York Street from Wellington Street. This is to increase the number of vehicles traveling west through the York/Wellington intersection during each green light cycle, by relieving the backlog of vehicles at this intersection. The backlog is occurring because right-turning vehicles onto York are required to wait in some cases a full light cycle to turn due to the high number of pedestrians crossing the intersection. With only one lane, this results in just a few vehicles traveling through the intersection during each light cycle. Signage will be posted to advise drivers.
2) The City and the Financial District BIA have invested in four Paid Duty Police Officers to support traffic flow on Wellington Street. Officers will be posted along Wellington Street and at the intersections of Bay and York Streets in the morning and afternoon rush hours to support traffic flow through the intersections and entering and exiting specific parking facilities from 3-7 p.m. Their attendance may vary based on acceptance of shifts by officers. However, when officers are not present, Traffic Control Personnel will be on site. During the project, Traffic Control Personnel will also be stationed at the entrances / exits to parking garages along Wellington Street, to direct traffic in and out of parking facilities
3) Parking Enforcement Officers will pay particular attention to the stretch of Wellington between Church and Yonge Streets for the duration of the construction, where drivers have reported illegally parked vehicles in the curb lane, resulting in a further reduction of traveling lanes.
The City continues to monitor the situation closely and have committed to make further modifications, where appropriate, to improve traffic flow in the corridor.
